About this role

Primary Purpose:

Support the development, implementation, and monitoring of the district’s operating and bond budgets. Provide financial data, forecasts, and strategic recommendations aligned with district procedures, state regulations, and federal requirements. Manage position control and ensure positions are accurately tracked. Facilitate collaboration amongst departments and campuses. Performs accounting and business operational work relating to the preparation, administration, and control of the district’s financial resources.

Qualifications:

Education and Certification

Bachelor’s degree from an accredited college or university (preferred in accounting, finance, or related field); relevant work experience may substitute for directly related degree Master’s degree (preferred) Texas Association of School Business Officials (TASBO) Certification (preferred) Experience

Three (3) years of experience in governmental or school district budgeting, accounting, or finance, including experience in high-level financial operations and decision-making (preferred) Three (3) years of supervisory experience Public school district accounting experience (preferred) Experience with eFinance Plus (preferred) Special Knowledge and Skills

Comprehensive knowledge of governmental accounting and auditing principles established by the Governmental Accounting System Board (GASB) Advanced ability to analyze, interpret, and evaluate financial data and accounting issues, develop data, and recommend improved procedures Advanced proficiency in applying problem-solving and critical-thinking skills to support budget and financial processes Advanced ability to lead and facilitate process improvement Ability to analyze and interpret financial data and work with numbers in an accurate and rapid manner Advanced proficiency in Microsoft Office (Excel, Word, PowerPoint) and Google Workspace (Sheets, Docs, Slides) for data analysis and reporting Proficient organizational and multitasking skills with the ability to manage multiple priorities and meet deadlines Proficient ability to work collaboratively in a team environment and support cross-functional processes Advanced organizational, interpersonal, verbal, and written communication skills to collaborate effectively with campus and department staff

Key Responsibilities:

Budget Management

Support the development, coordination and execution of the district budget process, including but not limited to the compilation, adoption, and evaluation. Support the development and maintenance of personnel budgets and budgetary allocations for various district components. Develop and maintain campus and department budgets. Provide training and guidance to district staff on budget planning, processes, and procedures Approve budget transfers and amendments using eFinance Plus software. Maintain assigned fund balance schedules and corresponding budgets. Maintain, analyze, and interpret financial reports to support accurate budget management and decision-making. Prepare and monitor the Debt Service budget and coordinate related financial activities, including bond payments Support the annual debt transparency and continuing disclosure report. Support budget-related audit entries. Serve as liaison between campus and departmental staff and administrative services to support effective budget management and communication. Bond Program Management

Prepare and monitor bond and construction budgets. Review bond-related financial information with Executive Director of Budget and Executive Manager of Construction, Planning, and Growth regularly. Ensure reconciliation of bond budgets and project spend. Prepare financial packet and presentation for Bond Progress Committee. Present financial report at Bond Progress Committee. Collaborate with administrators and construction personnel regarding the financial status of construction and bond projects. Collaborate with construction department to ensure proper document processing. Support planning for future bonds. Support cashflow projections for future/current bond projects. Support the coordination of bond authorizations, including sales, refundings, and information requested by financial advisors. Support arbitrage compliance and related monitoring activities. Support bond-related audit entries. Records and Compliance

Maintain supporting documentation through use of Laserfiche electronic document imaging system. Ensure all records are accurate, up-to-date, and readily available for review. Monitor monthly expenditure reports to ensure compliance with spending requirements. Compile, maintain, and file required reports, records, and supporting documentation in compliance with district policies and audit requirements.

Additional Responsibilities

Adhere to all district policies, procedures, and expectations as outlined in the employee handbook and administrative regulations. Follow district safety protocols and emergency procedures. Engage in strategic planning, leadership collaboration, and continuous professional growth aligned with the goals of the district and department. Perform additional duties assigned to support the mission and goals of the district and department.

Supervisory Responsibilities:

Supervise, evaluate, and recommend employment actions (hiring, placement, renewal, and nonrenewal) for assigned budget and finance staff.
